J. Gordon Christy, a professor at the Mississippi College School of Law, surveyed the scene in 2006, and he did not like what he saw. “We are treated,” Mr. Christy wrote in The Mississippi Law Journal, “to the truly absurd spectacle of august justices and judges arguing over which unreliable dictionary and which unreliable dictionary definition should be deemed authoritative.”
In the last two decades, the use of dictionaries at the Supreme Court has been booming.
A new study in The Marquette Law Review found that the justices had used dictionaries to define 295 words or phrases in 225 opinions in the 10 years starting in October 2000. That is roughly in line with the previous decade but an explosion by historical standards. In the 1960s, for instance, the court relied on dictionaries to define 23 terms in 16 opinions.
Justices Oliver Wendell Holmes Jr., Benjamin N. Cardozo and Louis D. Brandeis managed to make it through distinguished careers on the Supreme Court without citing dictionaries.
Learned Hand, widely considered the greatest judge never to have served on the Supreme Court, cautioned against the mechanical examination of words in isolation.

Investigators say Pagoria cut the legs off one end of the desk she used for the spanking. To keep the girls from moving, she handcuffed their arms and tied their ankles to the desk, deputies said.

Included in this new motherlode (.pdf) of supposedly secret-packed documents: a 1944 report on Japanese merchant ships, a 1946 dossier on Chinese railroads, and a 1954 German article on Lenin’s use of secret writing (with milk) while in prison. Presumably, this refers to Lenin’s stint in Siberia, in the mid-1890s. Exactly why Vladimir Ilyich’s reliance on lactose letters needed to be kept under wraps for 11 decades, the NSA doesn’t say.

On Wednesday, Mr Moreno-Ocampo said that if the arrest warrants were issued, he might add the charge of rape to the case.
He told reporters at the UN in New York that he had collected evidence suggesting the Libyan leader had decided to punish women by using rape as a weapon in the hope that it would instil fear and curb dissent.
"It was never the pattern he used to control the population. The rape is a new aspect of the repression. And that's why we had doubts at the beginning but now we are more convinced," he said.
"Apparently, he decided to punish, using rape."
He said it was difficult to know how widespread the use of rape was.
"In some areas we had a number of 100 people raped. The issue for us was, can we attribute these rapes to Gaddafi himself, or is it something that happened in the barracks," he explained.

If you watch the clip, you might come away with the impression that Cox acted like an obnoxious punk. How? He said something that wasn't nice to a policeman, and he said it loudly. And as Kelley testified, "his attitude and the way he went about carrying himself" were on the sassy side—though there's no law requiring citizens to display cringing submission in the presence of a policeman, either.
Now, none of us is a mind reader. But it seems fair to wonder whether Kelley would have written Cox up if Cox had bellowed something more flattering to the ego, such as: "Thanks for keeping our streets safe, Officer!"
